Abstract
This article considers the questions related to illegal migration, the condition of criminality among migrants, the reasons and conditions, and also the motives of illegal migration. In this article the classification of criminalsmigrants who quite often get to the category of offenders because of then ignorance of cultures, laws, language and features of traditions other states is offered. The analysis of the all Russian and regional programs which can promote to the efficiency of a state policy in the field of preventive maintenance of criminality among migrants is made.
